
Luis Navarro is the director of workforce development in the Office of Equity Diversity
and Inclusion at the Port of Seattle. The Port supports over 200,000 jobs in the region,
and our vision is to add 100,000 jobs through economic growth led by the Port, for a total
of 300,000 Port-related jobs in the region, while reducing our environmental footprint.
We are committed to creating opportunity for all, stewarding our environment
responsibly, partnering with surrounding communities, promoting social responsibility,
conducting ourselves transparently and holding ourselves accountable.
Luis is responsible for the overall community workforce development strategy of the
Port, in particular, working with minority, immigrant and refugee communities, by
investing and partnering with industry and community based organizations to support a
qualified and diverse labor force in the port sectors of aviation, maritime, construction
and green careers.
Prior to his current role, Luis managed the real estate department at Seattle-Tacoma
International Airport, and before joining the Port, Luis worked for domestic and
international air carriers for over 20 years in the areas of finance, procurement, corporate
real estate, and airport facilities development and airport relations. Luis is also an adjunct
professor at Lake Washington Technical College where he teaches aviation management.
